Accessibility standards for All in the Built Environment

The basic premise underlying the development of Malta's national standard “Accessibility for All in the Built Environment” is that persons daily encounter various barriers which may hinder their full and effective participation in society on an equal basis with others. (UNCRPD, 2007: Art. 1). 

Socially constructed barriers whether physical and policy based, add considerable difficulties to the ones individuals already have to face because of their medical condition or impairment.  While the medical profession is charged with addressing biological impairments, there is much more that can be achieved in order to guarantee a dignidifed and equitable lifestyle for all, by eliminating ‘man-made’ barriers.  

The purpose of standard SM3800:20XX,is therefore to ensure that non-discrimination, freedom of movement and the right to live and work and be included in society (UNCRPD,Art.19) are actually implemented.  The term ‘access for all’ and its sister concept of universal design are seen as basic building blocks for a better quality of life for everyone: disabled, or not.
